The City is proposing a by-law requiring all existing buildings 6,458 ft2 (600m2) and larger to annually report emissions performance data. This data would be foundational to setting emissions performance standards for Toronto’s building sector, and tracking the City’s progress towards net zero greenhouse gas (GHG) emissions by 2040.

We are collecting the feedback from existing building owners and diverse stakeholder groups to set the stage for what must happen to reach net zero.

Aggressive climate action is needed to transform our city to address greenhouse gas (GHG) emissions. Done right, it can improve equity, economic prosperity, resilience, and health. Inaction, on the other hand, has the potential to negatively impact Toronto and its diverse populations.

The City of Toronto’s 
TransformTO Net Zero Strategy is our climate action roadmap to reach net zero GHG emissions by 2040. It includes a set of low-carbon goals and short-term actions to reduce Toronto’s emissions while improving health, encouraging economic growth, improving social equity and increasing climate resilience.

In 2021, City Council adopted the Net Zero Existing Buildings Strategy presenting a set of actions to reach the City’s target of net zero emissions from existing buildings, with support from the City of Toronto. The proposed actions and policies are drawn from a combination of best practices in other leading jurisdictions, citywide and sector-specific modelling and costing analysis, impact assessment, and extensive input from key industry members and broader stakeholder engagement. The strategy includes a pathway for an eventual requirement for building owners in Toronto to annually report and disclose their buildings’ emissions to improve building owners’ and the City's understanding of the performance of Toronto’s homes and buildings.


The City is currently working on a proposed Emissions Performance Reporting and Disclosure by-law to require annual reporting and disclosure of energy and water use by commercial, institutional and multi-unit residential buildings larger than 6,458 square feet.
